RULES & REGULATIONS FOR KAVADI BEARERS
The Panguni Uthiram procession starts from the Assembly Tent located along Yishun Industrial Park A on 1 April 2026 from 3am with the latest departure timing at 11am and ends at the Holy Tree Sri Balasubramaniar Temple by 2pm for the AM session. For the PM session, the procession will start at 12pm with the latest departure timing at 6pm and end at the Holy Tree Sri Balasubramaniar Temple by 10.30pm, 1 April 2026.
Temple doors will open at 3am on 1 April 2026. The Temple Paal Kavadi will leave the Assembly Tent at 3am. No Kavadis and Paal Kudams are allowed to leave the Assembly Tent before that.
POINTS TO NOTE
Names and particulars of those who breach the below key conditions (which are imposed in the permit issued to the temple) will be furnished to the relevant authorities and may be subjected to investigations by the authorities.
KEY CONDITIONS
AM Session
- AM Kavadis are allowed entry into the Assembly Tent from 10pm, 31 March 2026.
All AM Kavadis must leave the Assembly Tent by 11am, 1 April 2026 and reach the Temple by 2pm on 1 April 2026.
Non-adherence to the timings is considered a breach. - AM Kavadis are allowed to unload at the following locations (please refer to map):
- Yishun Industrial Park A – 10pm, 31 March 2026 till 4am, 1 April 2026.
- Designated location along Yishun Ave 2 – 4am to 9am, 1 April 2026.
- Only Chariot Kavadis (with decal) are allowed to unload at Yishun Industrial Park A from 4am to 9am, 1 April 2026.
- AM Kavadis entering after 9am at the assembly area will NOT be allowed to participate in Panguni Uthiram 2026.
PM Session
- PM Kavadis are allowed entry into the Assembly Tent from 12pm on 1 April 2026.
All PM Kavadis must leave the Assembly Tent by 6pm, 1 April 2026 and reach the Temple by 10.30pm on 1 April 2026.
Non-adherence to the timings is considered a breach. - PM Kavadis are allowed to unload at the designated location along Yishun Ave 2 between 12pm to 4pm on 1 April 2026 (please refer to map).
- Only Chariot Kavadis (with decal) are allowed to unload at Yishun Industrial Park A from 12pm to 4pm, 1 April 2026.
- PM Kavadis entering after 4pm at the assembly area will NOT be allowed to participate in Panguni Uthiram 2026.
- Kavadi bearers are advised to avoid using the procession route from 12pm to 2.30pm in the situation of high temperature.
GENERAL
- There should be strictly:
- No smoking and consumption or possession of alcohol within the Panguni Uthiram procession route or Temple premises. Those who are seen in possession of alcohol or have consumed alcohol will be asked to leave the procession.
- No playing of music (including the transmission of recorded music by any type of electronic device), or any type of music-producing equipment (including western musical instruments), for the entire duration of the event.
- No carrying or display of any banner, flag, poster, placard, photograph, film, sign, writing or other visible representation or paraphernalia.
- The use of party poppers/confetti launchers inside the temple is strictly prohibited.
- No parking is allowed in Yishun Industrial Park A and along Yishun Ave 2 and Yishun Ave 7. Alternative parking is available in the Heavy Vehicle lots at Yishun Ave 8 (parking charges apply).
- The registered bearer shall ensure that person(s) accompanying him in the procession (including but not limited to his family members, friends and acquaintances) comply with the conditions as stated above.
MUSIC CONDITIONS
- Each Kavadi entourage is only allowed to carry approved musical instruments comprising of Thavil, Dhol, Khol, Jalra, Kartal and Ganjira.
- Western instruments are NOT allowed to be played within the event grounds. i.e. event tentages, procession route and in the Temple.
- Live music can only be played from 7am to 10pm only. Playing of live music before 7am or after 10pm will be considered a breach of Panguni Uthiram 2026 rules and regulations.
- Bhajan/Urumi Melam groups are NOT allowed to stop and play enroute.
- Urumi Melam MUST accompany Kavadi and are NOT allowed to play as a live music point for kavadis en-route.
- Urumi Melam groups are allowed to play only enroute till main entrance of the temple. No Urumi Melam music is to be played after this point (please refer to the map).
- Please do NOT play music inside the temple as arrangements have been made for music to be played at the sannathi.
- Musicians who breach the rules and regulations will not be allowed to take part in the procession.
PROCESSION PROCEDURE
- Kavadi bearers are to register at the registration area upon entering the Assembly Tent. Kavadi bearers must furnish receipt of purchase of Kavadi tickets and verification slips at the registration counter in the Assembly Tent. (Failure to produce receipt and verification slips may delay the commencement of your procession).
- Bearers carrying any form of Kavadi are requested to assemble and dismantle their Kavadis at the designated areas only.
- All Idumban/Thottil, Chain/Spike, and Chariot Kavadis leaving the Assembly Tent will be tagged by temple officials and the tag must be retained until it is removed by temple officials at the Temple sannathi. Kavadis without tags will not be permitted to enter the temple.
- Each Idumban/Thottil, Chain/Spike or Chariot Kavadi bearer must nominate one Singaporean adult (above 21 years old) as a Kavadi representative who must be present on 1 April 2026. Temple officials may contact the representative in case of an emergency and/or for clarifications.
- Tickets are non-transferrable. Only registered persons are allowed to carry the Kavadi. Replacement is strictly NOT allowed.
BREACHES
- Year 2026 defaulters will be required to lodge a deposit of up to $1,500 for Panguni Uthiram 2027. This deposit shall be refundable upon full compliance with all event guidelines. However, any violation, non-compliance, or misconduct will result in forfeiture of the deposit, either in part of in full, at the organiser’s discretion.
- Representatives will also be held accountable for the breach of rules by Kavadi bearers.
